The Department of Environmental Quality's mission is to protect, sustain, and improve a clean and healthful environment to benefit present and future generations. DEQ’s Water Quality Planning Bureau (WQPB) manages the Montana Nonpoint Source (NPS) Management Program. WQPB’s mission is accomplished through an integrated approach based on water quality standards development, monitoring and assessment, and development and implementation of water quality improvement plans and TMDLs.
In consultations between the Montana Climate Office and the DEQ Water Quality Planning Bureau, the following items were thought to be beneficial to DEQ's pursuits:
- Climate products in formats that can are easily utilized in their workflow
- Statewide measures of greenness and evapotranspiration
- New products such as gridded minimum temperature, maximum temperature and precipitation

Govenor Brian Schweitzer in 2005 asked the Montana Department of Environmental Quality (DEQ) to form a Climate Change Advisory Committee to thoroughly study the impact of climate change in Montana. The Montana Climate Change Advisory Committee (MCCAC) had 18 members representing industry, environmental concerns, local and tribal governments, transportation, and agriculture.
